The government of South Africa is a divided society that is organized and operated on a policy based on radical domination. The original Whites that settled in South Africa created the racial groups and contributed to the problems by engaging in interracial sex. In 1948, the election of the Nationalist Party officially created apartheid. The government's system of repressive racial laws designed to racially dominate Blacks and divide the races in every way possible. Separateness become a way of life and was enforced by the government. As Blacks began to express and demand freedoms, the government developed a policy of violence and torture. Many Blacks have been killed, jailed and their organizations outlawed. In July 1985, a state of emergency was declared which resulted in a worldwide condemnation of South Africa and apartheid. The racial unrest has turned into a race war. The United States policy of constructive engagement has failed and even caused conditions over the past five years in South Africa to become worse. President Reagan's passage of sanctions indicated that he realized his policy had failed. The United States needs to adopt a policy of constructive confrontation which openly criticizes apartheid. With a new bold role, the United States may be able to cause Black majority rule to become a reality without South Africa undergoing a bloody race war.

The United States has been an immigrant nation, made up of people from around the world. The US consists of a rich mosaic of different races, religions and cultures. In the 224 years since our founding, we have come a long way, in terms of race relations. Despite a history of both de jure and de facto segregation, up through the early 1960s, America has made significant progress when it comes to inclusion. The US Army has the proud distinction of being the lead agent when it comes to changes in social patterns and mores. When President Harry S Truman signed Executive Order 9981, integration of the Armed Forces became the order of the day. In the intervening 52 years the Army has become the standard setter for race relations. In recent years, since the mid-1990s, there has been an alarming increase in difficulties. These include increased official reports of discrimination, falling selection and promotion rates for African- American officers, and anecdotal evidence that junior grade Black officers are not being mentored and developed by their chain of command.

Research in organizational behavior includes a significant conflict between some studies that focus on the 'micro' processes of individual and small group behavior and others that address the 'macro' dynamics of organization-environment relations. Partially split between these two styles of research, the field lacks a theoretical framework and methodological procedure for dealing with multi-level phenomena and the tensions among levels of analysis. This paper presents theory of intergroup relations in organizations that deals with multilevel phenomena, derives methodological procedures for conducting intergroup research with organizations from the theory, reports data from two empirical studies pertaining to task group relations along a workflow and race relations among black and white managers, and formulates the concept of embedded intergroups to explain the phenomena uncovered in both studies.

During the period from July 1982 through July 1986, the study examined the processes and outcomes associated with a project to improve race relations among managers within an American corporation of more than 10,000 employees and 3,000 managers. Strongly rooted in intergroup theory, the intervention program consisted of several components designed to effect both the distribution of influence among black and white managers and their understanding of race relations.
